Alcorn football coach ousted

VICKSBURG - Alcorn State University's mistake, Percy Norwood said, has now been rectified.

Melvin Spears, the school's controversial, boastful and recently suspended football coach, was fired this week.

"Sometimes in life you make mistakes," said Norwood, president of Alcorn State's national alumni association. "You have to accept that. We made a mistake. We're rectifying it."

Also on Friday, Alcorn announced the hiring of Patric Simon from Langston University in Oklahoma City as the school's athletic director. Simon takes a job that was vacant for nearly a year.

Spears' firing wasn't all that surprising - it came more than a month after The Clarion-Ledger reported in January that Spears' faced a pre-termination hearing.

Still, it was met by a roaring applause when Alcorn President Christopher Brown made the announcement in front of several hundred purple-and-gold clad Alcornites who attended Friday's alumni conference at the Vicksburg Convention Center.

"You show your knowledge and character, or you go from the Alcorn campus," Brown bellowed to an applauding audience.

Just a year ago, Alcorn fans cheered in the downtown Jackson Marriott when Spears' hiring was announced.

That seems so long ago.

In between, Spears, who did not return a call seeking comment, had one tumultuous ride in Lorman.

The Braves won just two games and lost eight in a season rife with bumps. There was a preseason, on-campus argument with a player's father, sagging attendance (Alcorn got a combined 3,000 at its final two home games), the dismissal of once-star quarterback Brandon Bridge and a season-ending 51-7 loss to rival Jackson State University.

The result: the school's fifth different coach in the last six years.

Todd McDaniel, the team's defensive line coach and a former Wingfield High School coach, is taking over in the interim, but a national search to replace Spears will be conducted.

This is the second time in six years Spears has been fired by a school.

Two years ago, Spears was awarded about $600,000 in a wrongful termination suit against Grambling State University, which fired the coach in 2006 after three seasons.

Spears has two years left on a contract at Alcorn paying him about $130,000 yearly. But Brown said Spears was terminated "with cause" and that he isn't owed any of the money.

Asked what Spears did, Brown said Spears violated the school's "code of conduct" but did not get more specific.

Told about Spears' successful suit against Grambling, Brown said: "I can tell you I've never lost a lawsuit."

Brown fired Spears on Thursday after receiving a recommendation from the committee that conducted the coach's hearing in January.

McDaniel will compete in "a national pool of candidates," to be the next coach, Brown said.

Simon, the new athletic director who will help conduct the season, is in his fourth year as the AD at Langston University, a historically black school with an enrollment of about 4,000.

Langston is not affiliated with the NCAA. The Lions play in the NAIA, one of the smallest classifications of college athletics.

"This is already a great, great, great program," Simon said of Alcorn. "There's a rich tradition here and a great legacy. I didn't go to Alcorn, but today I bleed purple and gold."

A start date for Simon hasn't been set, Brown said.

The coaching search isn't likely to begin until Simon officially takes over in Lorman.

Brown said he had no regrets in hiring Spears.

"He's a strong Alcornite. He loves the university," Brown said. "I'm pleased I got the opportunity to know him and hire him."

And now McDaniel takes over a program that hasn't won a Southwestern Athletic Conference championship in nearly 20 years.

He does so with a splintered staff and a roster depleted by defections during Spears' reign.

Brown did not extend the contracts of at least three of the Braves' eight assistant coaches.

"My whole thing is I want to make sure Alcorn is stabilized," McDaniel said. "I want to move Alcorn forward."

McDaniel, a 34-year-old Alcorn graduate, joined Spears' staff last year after stops as a high school head coach at Wingfield and Hazlehurst, his hometown.

"I'd love to be the head coach (at Alcorn) come this season," McDaniel said. "I'm fully capable of doing the job."

A few questions and concerns have been addressed recently by some of my colleagues and friends. You see, there was a law passed in the last few years that is now letting states deregulate their energy sector. States across the country are starting to take part in the trend and it has actually produced a new avenue for home-based businesses. Let?s break this down.

Energy Deregulation and how it works

Energy deregulation simply means that consumers whether it be businesses or homeowners now have a choice to choose where they get their electricity or natural gas from. The deregulation has allowed companies to come in and compete for business. The current utility company that has handled everything from A-Z is still your company. That company makes most of it?s money from the distribution and service of poles and wires that feed electricity to your homes or businesses. New companies are the actual re-seller of electricity and they offer the service, which everyone has and uses at a competitive rate. Consumers in some markets are now able to save money on their monthly bill and even see a percentage of savings over the course of the year.

I live in an area where my monopoly is PPL. They have handled where they got the electricity and then distribute to homes. But now, the deregulation law allows the break down of monopolies and gives consumers a choice where their electricity is purchased from. The incumbent company such as PPL now purchases the electricity from the company the consumer chooses and still delivers it as always. The incumbent is still your company when there is a service issue. For instance, a storm knocks out power. Well PPL is still going to come out and restore my electricity no matter if I have a different company than my neighbor does. It?s pretty cool.

Energy Companies offering compensation

With the rise of this industry, companies are now offering consumers to be able to take part in referral programs and business building programs. You see, the best form of marketing has been proven to be word of mouth. Companies are offering people to purchase electricity at a competitive rate and if you choose to refer or build a business with the company, you now have a second stream of income and are compensated by the companies. Here?s a few examples.

Some companies are offering people the chance to buy into their program and become representatives to market their product. Much like any home-based business there is an investment of usually $300-500. This gets you the opportunity to now begin to make income when referring customers and sponsoring new distributors. The MLM and Network Marketing model that these companies have moved to allows the average person to have a chance to build their own business with a reputable energy company.

There are also companies that do not require any start up or monthly fees and allow a customer to take part in a referral program. For instance, you the customer switches your provider to one of these companies. If you begin referring customers, you are now compensated for your efforts. You then have the chance to teach others you have referred to refer customers as well. The compensation works based on bonuses paid out weekly for you and your team?s efforts and once you build a solid customer base, you can then receive residual income monthly. After all, that is what Network Marketers simply strive for in the residual income aspect.

So Is It A Scam?

Absolutely not. Now, are there companies out there that have risen to the top and then folded? Sure. I know a number of direct retailers that have done the same thing. The overall aspect of deciding scam versus legit is basically educating yourself on a company. Sit down with someone who is a leader and can teach you how to build a legitimate business in the energy industry and really have an open mind. If you ego gets in the way and you?re a ?judge the book by it?s cover type of person,? Then maybe Network Marketing is not for you. These companies have the ability to establish customer bases competitively just like any other retail store in the country. A few big name companies that use the direct selling and MLM model are Mary K, Avon, Tupperware to name a few. These companies have been in business and have feasted in these hard economic times. Energy deregulation is the same model, the only thing is the product is something everyone already has and uses. Instead of buying the product and showing people the benefits of the product, the energy industry shows ordinary people how to choose the right company and have the opportunity to profit from their efforts.

Overall Consensus

The last and final point that needs to be made is you need to decide if the opportunity is for you. Do your research and find a company that you think can fit your needs and give you the best chance to build a secondary income with the chances of attaining full time growth. ZTE to unleash eight new phones at MWC, hopes multi-core chipsets and LTE push them into third place

If the trio of slabs ZTE announced earlier this week weren't enough for you, sit tight, the outfit just announced it's bringing a total of eight new phones to Barcelona next week. The new handsets will reportedly flaunt multi-core processors, LTE radios and the latest versions of the Android and Windows Phone platforms. This announcement both echos and one-ups the recently announced Mimosa X, which gets its dual-core chops from an NVIDIA Tegra 2, but boasts only HSPA+, rather than the promised LTE. ZTE says it hopes the new devices will help it become one of the world's top three handset providers by the year 2015. Seem far off? Don't worry, at least the phones will be here by Monday. Jurors weigh murder case of ex-Va. lacrosse player

(AP) ? Jurors in the murder trial of a former University of Virginia lacrosse player began deliberating Wednesday whether he battered his ex-girlfriend to death in a drunken, jealous rage or if his intent to talk with her spiraled out of control, leaving her bleeding and dying in her bedroom.

The jury has been presented those two versions of what happened on the night of May 2, 2010, hearing from nearly 60 witnesses over nine days.

George Huguely V of Chevy Chase, Md., could face life in prison if convicted of murder in the death of 22-year-old Yeardley Love, whose body was found in the early hours of May 3, 2010. Jurors can also consider lesser charges, including manslaughter and second-degree murder.

Love, a lacrosse player on the women's team, was found face down on her pillow. Her right eye was swollen and bruised, she had marks on her chest that suggested she was grabbed and had injuries around her jaw and inside her mouth and neck. Jurors heard several potentially lethal consequences of such injuries. A coroner concluded the young woman from suburban Baltimore died of blunt force trauma.

Less than 90 minutes into its deliberations, the jury sought clarification on the word "reason." Circuit Judge Edward L. Hogshire advised jurors common usage would apply. Anticipating more questions, he asked attorneys not to wander too far from the courtroom.

The final 15 minutes the two seniors spent together likely will be critical to the jury's deliberations.

In a police interrogation video viewed by jurors, Huguely said he went to Love's apartment to talk about their sputtering, two-year relationship and she "freaked out" when he broke into her room. Their encounter quickly turned physical, with Huguely admitting he may have shaken her but insisting he didn't grab her neck or punch her. He also claimed she repeatedly banged her head on the bedroom wall.

A medical expert for the defense testified that Love likely smothered, her face buried in her own blood-dampened pillow. Huguely's defense team has also suggested Love's death was the result of drinking and a prescription drug she took for attention-deficit disorder. A coroner said both substances were in her body but not in potentially lethal doses.

The prosecution paints a much more sinister scenario.

Huguely, now 24, went to her apartment less than one week after he sent her a threatening email about her relationship with a North Carolina lacrosse player.

In the email, Huguely wrote that when he found out about the relationship, "I should have killed you."

Prosecutor Dave Chapman portrayed Huguely as intent on controlling Love. He came to her apartment to physically impose his will, kicking a hole in her bedroom door and reaching in and unlocking the door, the prosecutor said.

"That's the beginning of terror, ladies and gentlemen," said Chapman, who seemed to sob as he began closing arguments Saturday. "It's just unimaginable what that woman went through and you know it."

Then 210 pounds and nearly a foot taller than Love, Huguely battered her face and likely held her down by her neck and covered her mouth, the prosecutor said.

Prosecution medical experts said her death, which came about two hours after Huguely left, could have been caused by a loss of blood flow from the carotid artery. They also testified about bruising on her brain ? the result of her brain striking the interior of her skull ? and blood pooling near her brain stem. The latter was likely caused by a wrenching or torqueing of the head, experts testified.

Chapman said Huguely left Love's apartment with her laptop computer, tossing it in a trash bin in an apparent attempt to hide incriminating emails.

The alleged computer theft is critical in the prosecution's case. Chapman is seeking a conviction on felony murder, saying Love was fatally injured during a robbery.

In his closing arguments, defense attorney Francis McQ. Lawrence described Huguely as hulking, hard-drinking jock but no killer. He acknowledged Huguely had an unintended, accidental role in Love's death, arguing for a finding of involuntary manslaughter and a 10-year prison term.

Huguely, a member of a well-to-do Washington family, was a "boy athlete" and he and Love lived in what Lawrence described as a "lacrosse ghetto" where drinking, sexually charged relationships and emotional outbursts were the norm among elite athletes.

Huguely now bears little resemblance to the stocky 6-foot, Division I athlete of nearly two years ago. He is now about 30-40 pounds lighter and pasty from his time in jail awaiting trial. He did not testify during the trial.

Besides the first-degree murder count, Huguely is charged with two counts of felony breaking and entering, theft and murder in the commission of a robbery.

If jurors return guilty verdicts, the trial will shift almost immediately to the sentencing phase. It will include opening statements, witnesses and closing arguments.

The jury will then deliberate the sentence.

New intramural sports field planned at Boise State University

Boise State intramural soccer, rugby, lacrosse and flag football teams may have a new place to play this fall.

A 2.8-acre synthetic turf field is planned for the corner of Lincoln Avenue and Belmont Street, kitty-corner from the Boise State Student Union.

The project, estimated to cost $850,000 to $1.2 million, needs final funding and construction approval from the State Board of Education, said Aaron Whitman with Boise State?s architectural and engineering services department.

Once approved, construction could begin this spring and be completed in the fall.

The Boise Planning and Zoning Commission holds a public hearing on the project March 5. The hearing begins at 6 p.m. in the State Capitol Building via the 8th Street entrance.

Future phases, contingent upon funding, call for a restroom and aluminum bleacher seating for 500 people.

An office/storage building and two unoccupied homes would be demolished to make way for the new field, which is adjacent to the newly completed $18 million Lincoln housing project.

Already under construction and expected to be completed in time for this fall?s high school football season is Dona Larson Park. The $6 million Boise State track-and-field and high school football facility is located on the former East Junior High site at Broadway and Warm Springs avenues.

In terms of what you can get, you need to get clear on what both your expectations are about Valentine?s Day? and the more explicit the better! Because likely, her reaction last year is not only a symptom of what?s really going on, but has now had a chance to fester and become a resentment for you both. That is like poison in a relationship. So, getting clarity is what should be first on your list!

You can start by saying a simple ?I love you (fill in her pet name; babe, honey, sweetie) and I know last year?s Valentine?s was a little rough, so I was wondering what we could do to make this one special.? Things could go either way: on one hand, your inquiry might elicit a simple and straightforward answer like ?Awww, thanks for asking honey, I don?t know?what were you thinking?? Maybe she too realizes how Valentine?s Day conjures old memories or expectations, and all she wanted was to be asked. Or you might have created an opportunity to listen to what really upset her last year, a great segue to discussing what Valentine?s Day means, and have a mature and loving talk about how you both would like this one to play out.

If it?s the latter and you?d like this to stay on course, to be effective, constructive, mature and responsible (as opposed to her unloading, reacting or blaming, or whatever your concern), here are some guidelines that will help set you up to succeed in engaging in responsible, effective communication:

1. State your objective clearly: I want to talk about how we can have a great Valentine?s Day together this year.

2. Timing: Make sure you don?t approach her while she?s on her way out the door, brushing her teeth or obviously frantic about anything. Most women, when you say ?I want to talk,? will likely want to talk now. If not, ask her when a good time is.

3. Agree on some ground rules, such as the following: We each get 3-5 minutes to talk without interruption, without using I-messages and without blame. If neither one of you knows what an I-message is, go online and find out, it could save your relationship. An example is, ?I felt disappointed when you gave me lingerie when I really wanted to go out to a romantic dinner.? or, ?I feel resentful that you don?t spend more time being romantic like we used to be.? Then you say: ?I feel angry about how contrived this holiday is sometimes and then I feel pressure on me to do it perfect and if I don?t do it right I?ll get cut off and I don?t like guessing at what you want or trying to read your mind.?

4. Repeat what you heard: This is critical; take turns and repeat back what you heard each other say. Doing this carefully and sincerely allows you to unlock your compassionate heart and start moving the energy from feeling separate towards being more connected.

5. Be honest about how you would like it to be: Spend 3-5 minutes telling each other what you want this Valentine?s Day or Valentine?s in general to be like ideally. ?I would like to go out to a nice dinner, surprise me on where, and then let?s maybe come home and fool around, I love the buildup?? And you might say: ?I would really like to stay in, order takeout and then have you give me a sexy massage and skip your friend?s party.?

6. Negotiate on each other?s behalf: This is the fun part; now you get to switch roles and be each other?s advocate, keeping in mind the ultimate goal, which is to create more intimacy and connection! That might look like, she says on his behalf: ?How about I make you dinner, give you a massage, we stop by the party if you still want to for an hour?? And then he says on her behalf: ?How about I take you out for champagne and appetizers, we stop by your friend?s for a half hour and then come home and give each other massages??

Typically, after you have taken care to connect and hear each other, you realize that you both want the same thing: to be together, to understand what each other wants and to please one another. You just might let it all go, pop a bottle of bubbly, Skype your friends at the party while she?s wearing your lingerie and then take a taxi to an all-night diner after you?ve made love!

The thing is, relationships aren?t tidy and our wants and needs change from moment to moment, year-in and year-out. So while you may not be willing to give or get what you want this time, keep in mind that Valentine?s Day or not, true love is kind, patient and always respectful. We don?t need a holiday to remember that! And responsible communication is the way we can show it 365 days a year!

Kindergartners Who Can Pay Attention May Reap Benefits Later (HealthDay)

SATURDAY, Feb. 11 (HealthDay News) -- Children who are attentive in kindergarten are likely to have "work-oriented" skills in higher grades, which provides lifelong benefits, according to a new study.

It included more than 1,000 children whose attention skills were assessed in kindergarten. As they moved from first to sixth grade, the children were rated on how well they worked alone and with others, their levels of self-control and self-confidence, and their ability to follow directions and rules.

Over time, the children were categorized into three groups: high, medium or low classroom engagement. Boys, aggressive children and children with lower cognitive skills in kindergarten were much more likely to be in the low group, according to the University of Montreal researchers.

"There are important life risks associated with attention deficits in childhood, which include high-school dropout, unemployment and problematic substance abuse," study author Linda Pagani said in a university news release. "Our findings make a compelling case for early identification and treatment of attention problems, as early remediation represents the least costly form of intervention."

The study was published online recently in the Journal of Abnormal Child Psychology.

"For children, the classroom is the workplace, and this is why productive, task-oriented behavior in that context later translates to the labor market," Pagani said. "Children who are more likely to work autonomously and harmoniously with fellow classmates, with good self-control and confidence, and who follow directions and rules are more likely to continue such productive behaviors into the adult workplace. In child psychology, we call this the developmental evolution of work-oriented skills, from childhood to adulthood."

Domestic violence happens without respect to sexual orientation. In fact, it happens in both in heterosexual and same-sex relationships.

11. Has a handgun or other dangerous items and uses them to threaten you with violence
12. Has a history of and may still abuse pets or small animals
13. Has hurt you and/or your children or elderly parent(s)
14. Has hit, punched, kicked, choked or otherwise attacked you while you were sleeping, intoxicated or unable to defend yourself
15. Has raped or forced you to have sex or engage in sex acts against your will (Never takes NO as a NO.)
16. Argues that you are to blame for his or her violent actions or tells you that you therefore well deserved the abuse
17. Outwardly to you and especially to others portrays the bumps as a joke or just consensual rough sex that it all is no big deal.

Five Steps For Women To Reach The Boardroom (Career Advice)

Once again, the topic of women on boards is getting play.

Most of Facebook?s 800 million users are women, but all of its seven directors are men. It?s such a big disconnect that it makes one question if their strategy is fundamentally wrong.

There?s plenty of research already out there that proves that it makes good business sense, so in my mind this is not about women?s equity as much as it is about being smart and building a company for the long haul.

This needs to change, and I have some faith that it will change even in absence of any data to point to? but it means we all need to get ready to be a part of that change. Angie Chang, editor of this venue asked me if I could offer some tips to those of you thinking about board roles in the long-term.

Step 1: Dare to raise your hand.

Even if it?s a dog assignment. Showing ambition has long been viewed as something women especially shouldn?t do. But raising your hand when there?s a problem to be fixed, an opportunity to be addressed gets you in the game, and is central to getting you a seat at the table.

I remember a project I got asked to do at Apple. A senior executive who was running Apple USA (the sales and marketing arm for the region) ran into me in the hallway. He had never really talked to me before though he knew of me from Town Hall meetings, beer bashes, and such. But when he stopped me that day, he was holding a spreadsheet of two different business lines. One was declining in profit and stalling on sales. Another was ant-like in size but high in profit. He then handed me the spreadsheet and asked if I could show him how to grow this tiny little part of the business. so it could contribute a more meaningful part and thus improve our bottom line.

I honestly knew NOTHING about what he was talking about. But I said, ?sure? and got prepared. When I called friends who would be able to offer me clues, they told me that this executive had asked all of them, too but they had passed because it was a shit assignment. They thought it wasn?t really solvable and they were associated with more ?important? product lines.

But I figured I had nothing to lose by trying to fix it. I gathered lots of information, developed an answer, presented a potential solution at a subsequent executive meeting, and then was asked to lead the effort to architect the new program in the marketplace. I pulled all nighters and pushed hard to learn what I needed to learn.

I never lied (no ?fake it till you make it? thing) that I knew it already, because that would have been dishonest. Instead, I shared with people that I didn?t know the answer but could use their help in finding the answer. A little bit of hustle and push meant it became a reality. The program that followed was heralded by the industry, and earned many awards. It made my career within Apple in many ways. Something my friends in other parts of the business didn?t get because they were playing on safer turf.

Step 2: Get P&L experience.

Making payroll, balancing investment decisions, and deciding what to cut to make an organization profitable ? these are hard stay-up-at-night challenges. But they are the ones that Boards need to make regularly. If you don?t have experience in creating incentives and measures that align behavior to the organizations? business, then you?re not in a position to do it for another company where you have even less specifics from which to operate.

While I can appreciate the people who call themselves a ?director of such-n-such? and ?CEO of their own consulting company?, it?s important to know they are a leader in title only because role does not involve a P&L. While I had run a company P&L, it was making payroll that made me get it.

I started a company back in 1999 as a solo-preneur but the day I made my first payroll made me a CEO and entrepreneur. I?m a big believer in not only knowing what makes a business tick financially, but living it. Titles and studies only take you so far. Get the operational experience by running a non-profit, or become an entrepreneur, or something.

Step 3: Silence kills.

Speak up and get your ideas heard. Most organizations get in trouble when they start taking things for granted. They buy into their own good press. They believe that because their founder had a great hit the first time, that person now has the chops to find the 2nd market.

In reality, it takes challenging thinking to figure out what market to go after, how to defend against a competitor, or ways to win in the market place. Never forget to speak up if you have a divergent point of view and something to add. Never forget to lobby for what you think is right.

Step 4: Build the tribe.

Don?t be afraid to ask for help. Every thing good that has ever happened is because someone I already know helps me. Whether it was my internal Apple network who helped me know who to work with to get things done, or whether it was in growing a consulting business to be a multi-million dollar enterprise, or in getting my first corporate board seat. Realize every person you are working with today could end up working with you in some future life.

Think long term, help people whenever you can and remember to ask for help when you need it. Helping others is the way we help ourselves. But make sure when it?s your time, to ask for help also and to surround yourself with people who know how to help you.

Step 5: Don?t let your history ground you in the past.

We are always two people ? the person we?ve been, and the person we?re becoming. Think of it as a venn diagram, where we are in the middle of these two stories ? the past and the future. In the moment is the creative act of inventing the future. If you are like me, there are countless reasons to believe that you?re not going to make it to the board room.

My own experience includes living in a slum when I was little, putting myself through college over the course of 15 years, because I was working and so on. If I asked myself if a person with this profile was ever going to get on a board, the answer would have to be no. My humble beginnings do not ?pattern-match? to most people who serve in the C-Suite or on boards. Yet, here?s the thing.

To focus on what any of us have done is to be bound only by history. We deny our ability to be the future if deny our aspirations. We owe it to yourselves to allow our aspirations and dreams to flourish, so that we can also enable the process of defining who we?ll be.

My friend, Whitney Johnson, wrote recently that she?s glad Sheryl Sandberg isn?t on Facebook?s board, yet. She argues that this experience will build some empathy. And I understand her eloquent point.

We can learn a lot from disappointments, one of which is to keep going. None of us can say that we will be on boards or not, but we can remember that we are each responsible for ?entering the room, sitting at the table, and chairing our lives.?

Let?s do that.

Egypt to try 19 Americans in case straining ties (AP)

CAIRO ? Ignoring a U.S. threat to cut off aid, Egypt has referred 19 Americans and 24 other employees of nonprofit groups to trial before a criminal court on accusations they illegally used foreign funds to foment unrest in the country.

Egypt's military rulers had already deeply strained ties with Washington with their crackdown on U.S.-funded groups promoting democracy and human rights and accused of stirring up violence in the aftermath of the uprising a year ago that ousted President Hosni Mubarak. The Sunday decision to send 43 workers from the various groups to trials marks a sharp escalation in the dispute.

Egypt and the United States have been close allies for more than three decades, but the campaign against the organizations has angered Washington, and jeopardized the $1.5 billion in aid Egypt is set to receive from the U.S. this year.

On Saturday, U.S. Secretary of State Hillary Rodham Clinton warned Egypt that failure to resolve the dispute may lead to the loss of American aid. The Egyptian minister, Mohammed Amr, responded Sunday by saying the government cannot interfere in the work of the judiciary.

"We are doing our best to contain this but ... we cannot actually exercise any influence on the investigating judges right now when it comes to the investigation," Amr told reporters at a security conference in Munich, Germany. A few hours later, word of the referral to trials came.

The Egyptian investigation into the work of nonprofit groups in the country is closely linked to the political turmoil that has engulfed the nation since the ouster of Mubarak, a close U.S. ally who ruled Egypt for nearly 30 years.

Egypt's military rulers have been under fire by liberal and secular groups for bungling what was supposed to be a transition to democracy after Mubarak's ouster. The ruling generals who took power after the uprising, led by a man who was Mubarak's defense minister for 20 years, have tried to deflect the criticism by claiming "foreign hands" are behind protests against their rule and frequently depict the protesters as receiving funds from abroad in a plot to destabilize the country.

Those allegations have cost the youth activists that spearheaded Mubarak's ouster support among a wider public that is sensitive to allegations of foreign meddling and which sees a conspiracy to destabilize Egypt in nearly every move by a foreign nation.

Egypt has just been plunged into a new cycle of violence with 12 killed in four days of clashes. The clashes were sparked by anger at the authorities inability to prevent a riot after a soccer match last week left 74 people dead.

International Cooperation Minister Faiza Aboul Naga, a remnant of the Mubarak regime who retained her post after his ouster, is leading the crackdown on nonprofit groups. On Sunday, she vowed to pursue the issue to the very end. The investigation into the funding issue, she claimed, has uncovered "plots aimed at striking at Egypt's stability."

Egyptian security officials said that among the Americans sent to trial is Sam LaHood, the head of the Egypt office of the Washington-based International Republican Institute and the son of U.S. Transportation Secretary Ray LaHood. Five Serbs, two Germans and three non-Egyptian Arab nationals are also targeted.

Lahood's group called the decision "politically motivated" and said it "reflects escalating attacks against international and Egyptian democracy organizations." The IRI statement from Washington said the campaign was being carried out "in part by Mubarak-era holdovers."

All 43 have been banned from leaving the country. A date has yet to be set for the start of the trial. They can face between three and seven years in jail if convicted on the charges.

In Washington, the State Department criticized the move.

"We have seen media reports that judicial officials in Egypt intend to forward a number of cases involving U.S.-funded (nonprofits) to the Cairo Criminal Court," State Department spokesman Victoria Nuland told reporters. "We are deeply concerned by these reports and are seeking clarification from the government of Egypt."

Sunday's decision to refer the 43 to trial raises questions about the Egyptian military's motive to allow the issue to escalate so much that the valuable $1.3 billion in aid it gets annually be placed in jeopardy. Washington also is set to give Egypt $250 million in economic aid this year.

The U.S. assistance has allowed the Egyptian military to replace its relatively antiquated Soviet-era weaponry with modern and sophisticated arms, ranging from fighter-bombers and transport aircraft to tanks and personnel carriers. The aid is closely but informally linked to Egypt's continued adherence to its 1979 peace treaty with Israel, Washington's closest Middle East ally.

Previously, Egyptian authorities had prevented at least six Americans ? including LaHood ? and four Europeans from leaving the country, citing a probe opened last month when heavily armed security forces raided the offices of 17 pro-democracy and rights groups. Egyptian officials have defended the raid as part of a legitimate investigation into the groups' work and funding.

"The ruling military council is searching for scapegoats to cover up its successive failures, the disastrous ones, since it took power on Feb. 11 (2011)," said prominent rights activist Bahy Eddin Hassan. "It has managed to stain the reputation of everybody to come out as the only party to be trusted in the eyes of ordinary Egyptians."

Laws requiring local and foreign civil society groups to register with the government have long been a source of contention, with rights activists accusing authorities of using legal provisions to go after groups critical of their policies. Offenders can be sentenced to prison if convicted.

Foreign civil society groups must receive permission to legally operate in Egypt by registering with the ministries of foreign affairs and international cooperation.

Legally, the Social Solidarity Ministry must approve any foreign funds funneled to local or foreign civil society groups in Egypt.

Also Sunday, security officials said Mubarak, 83, would shortly be moved to a prison for the first time since his arrest last April. Mubarak has since his arrest been kept in custody in a hospital at the Red Sea resort of Sharm el-Sheikh and later at an army medical facility east of Cairo.

Mubarak is on trial on charges of complicity in the killing of hundreds of protesters during the 18-day uprising that forced him to step down.

The officials also said that around 50 former regime insiders held at Tora would be dispersed to five different jails in the greater Cairo area within the next 48 hours. They include Mubarak's two sons, businessman Alaa and one-time heir apparent Gamal, two former prime ministers and the former speakers of parliament's two chambers.

The decision to move Mubarak and spread the regime officials appeared to be a concession by the military to pro-reform activists who complain that the ruling generals led by Mubarak's defense minister for 20 years were treating the ousted leader with reverence and turning a blind eye to former regime officials clustered in Tora to use supporters to undermine security.
